Supported Child Development Programme
History
The Langley Supported Child Development Programme (SCD) has been provided by Langley Children’s Society since April 1994. The roots of the programme have grown from the Society’s original one room preschool service (since 1975) with family members leading the impetus for change.
Beliefs
The Supported Child Development Programme was established with the belief that children who have special needs can be included in their neighbourhoods of the family’s choice. These neighbourhood settings can include Preschool, Daycare and Out of School Care.
Purpose
The Programme’s purpose is to ensure neighbourhood settings are accessible to children of all abilities. The purpose is achieved through some of the following support services:
- Observations
- Training for neighbourhood child care staff
- Individual Support Plans for children (ISP)
- Developmental checklists
- Transition planning
- Referrals to other services (i.e. Speech/Language)
- Consultation visits to child care settings
- Additional staffing for children who have significant support needs
How The Programme Works
The Programme (SCD) is funded through the Ministry of Children and Family Development (MCFD). There are no additional charges for the supports provided to families. Families choose the child care setting that best meets the needs of their child. Family members contribute to the regular program fees charged by the neighbourhood setting.
How To Access Service
A child may be referred directly to the programme by parents or guardians, Infant Development Consultants, Early Childhood Educators, Public Health Nurses, Social Workers, Physicians, Therapists, or other community professionals.
- Call the Langley Child Development Centre, SCD Programme at 604-534-1155 ext 104.
- A Consultant meets with the family to fill in an application.
- The family gathers the supporting documentation that is required to determine eligibility.
- Once eligibility has been established the child is assigned a SCD Consultant.
- The SCD Consultant will contact the family.
Team Work
A team approach to inclusion is promoted at all times; the Consultant will work with the family, neighbourhood centre staff and therapists to plan strategies that will assist the child’s development. Individual Support Plan (ISP) meetings are held to determine priorities and to develop strategies that support and are reviewed throughout the year.
Training And Education
The Supported Child Development Programme provides educational workshops, which are open to families and neighbourhood centre staff and others who work with children.
Educational opportunities include:
- A range of topics focused on children with special needs
- Credit towards re-licensing for Early Childhood Educators
- Child specific training and resources
Resource Library
The Langley Child Development Centre has a Resource and Equipment Library. Families and neighbourhood centres have the opportunity to borrow on short term loan: Developmentally appropriate equipment Library books, articles and videos
Local Advisory Committee
- What does a Local Advisory Committee do?
Provides community input to the Supported Child Development program. - Provides assistance in the development and periodic review of guidelines for the program.
- Be aware of Langley Child Development Centre’s conflict of interest management strategies.
- Provides assistance in the development of strategies to address gaps in services.
- Assists with the recruitment of Local Advisory Committee members.
How often will the Local Advisory Committee meet?
Meetings are held three times a year on the last Thursday of October, February and May at the Langley Child Development Centre.

Who are the other members of the Local Advisory Committee? Members may include Parents, Child Care Providers and representatives from Ministry of Health, School District, Therapy Teams and Ministry of Children and Family Development.
